Annual Spend Documentation & IT Contract Reduction Standard Operating Procedures

The Government Accountability Office (GAO) has determined that select Federal Agencies need to take additional actions to reduce contract duplication and unaligned IT spending. To that end, the DoD has begun focusing on utilizing a commercial sector best practice known as "Category Management" which refers to the practice of buying common goods and services as an enterprise to eliminate redundancies, increase efficiency, and deliver more value and savings from the Government's acquisition programs. The lack of mechanisms to support agency collaboration on common contract solutions has resulted in billions of dollars in lost cost avoidance, unnecessary contract duplication, and missed opportunities to adopt Government and industry best practices. This has increased the workload of the workforce and taken time away from mission critical activities.

The purpose of this document is to provide instruction for documenting annual spend while integrating existing DoD initiatives that identify opportunities to reduce IT contract duplication.
